One way state consumer data privacy laws vary is in the rights they provide to consumers. In 2025, this patchwork became even more pronounced, with Connecticut and Utah passing amendments that add more consumer rights to their existing laws, and the California Privacy Protection Agency promulgating regulations on the right to opt out of automated decision-making technology.
