Below is the thirteenth update on the status of proposed state AI legislation in 2026. These posts track state AI bills that can directly or indirectly affect private-sector AI developers and deployers. These posts do not track AI bills that focus on government use of AI; insurance; workgroups; education; legal settings; name, image, and likeness; deepfakes; CSAM and sexual material; and election interference. As always, the contents provided below are time-sensitive and subject to change.
What’s New
Legislatures in three states passed bills last week. Nebraska’s unicameral legislature passed a chatbot bill. Maryland’s legislature passed a pricing bill. Maine’s legislature passed a bill that prohibits any person from providing, advertising or otherwise offering therapy or psychotherapy services, including through the use of AI, to the public unless the services are provided by a licensed professional.
Turning to chatbot bill news, Maine’s legislature appears close to passing a bill before it closes for the year on April 15. Bills also advanced in Hawaii, Oklahoma, California, and Connecticut.
Legislatures also advanced several health care-related AI bills with three bills advancing out of committees in California and bills advancing in Louisianna, Minnesota, and Missouri.
Employment-related bills advanced in California (two bills) and Minnesota.

High Risk / Consequential Decisions
These bills regulate AI in high-risk situations such as financial services or healthcare and can require disclosures, assessments, and consumer rights.

Chatbot
These bills come in different varieties but, in general, they regulate AI interacting directly with individuals. For example, chatbots that act as companions or interact with individuals in a commercial or healthcare setting.
Nebraska’s unicameral legislature passed LB 525. The first portion of the bill is the Agricultural Data Privacy Act while the second portion of the bill is the Conversational AI Safety Act. The chatbot portion of the bill regulates minors’ interaction with conversational AI services, including requiring the service to disclose to minors that it is AI. The bill also requires operators of conversational AI services to disclose to persons that the service is not human if a reasonable person would not understand the service is not human. Among other things, the service also cannot represent or state that it is designed to provide professional mental or behavioral health care. If signed into law, the bill would be enforceable by the state attorney general.
Maine’s LD 2162 is pending passage. The House passed the bill and sent it to the Senate for concurrence.
Hawaii’s HB 1782 was reported out of committee and placed on 48 hours’ notice in the Senate. SB 3001 was placed on 48 hours’ notice in the House after passing out of committee. Both bills previously crossed chambers.
Oklahoma’s SB 1521 passed out of a House committee. The bill previously passed the Senate.
California’s SB 867 (chatbots in toys) passed out of the Senate Privacy, Digital Technologies, and Consumer Protection Committee and was referred to the Appropriations Committee.
Connecticut’s SB 5 passed out of the Joint Judiciary Committee. The bill addresses several topics including chatbots.
Pricing
These bills deal with the use of AI to set prices and in some cases deal with employment.
Maryland’s HB 895 (pricing) passed the legislature.
Disclosures
These bills generally require organizations to identify when content is generated by AI or otherwise make disclosures regarding the use of GenAI.
A Missouri House committee narrowly voted out HB 1747. The bill charges the secretary of state with developing a mark that may be used by persons or entities publishing or disseminating any image, video or audio generated or modified by AI. If the mark is not used and a person suffers an injury as a result, then the injured person has standing to bring a suit against the person or entity that failed to use the mark.

These bills require entities to make disclosures regarding the data used to train AI.

Employment
These bills regulate the use of AI in employment settings such as hiring, firing, promotion, compensation or displacement issues.
California’s Senate Labor, Public Employment and Retirement Committee passed SB 947 (employment: automated decision systems). The bill was referred to Senate Privacy, Digital Technologies, and Consumer Protection Committee. Meanwhile, AB 2027 (workers data: prohibitions: AI) passed out of the Assembly Labor and Employment Committee and was referred to the Committee on Privacy and Consumer Protection.
Minnesota’s SF 4689 passed out of two committees and was referred to a third. The bill regulates the use of automated decision systems in employment settings.
Health
These bills focus on the use of AI in healthcare.
Maine’s legislature passed LD 2082. The bill prohibits any person from providing, advertising or otherwise offering therapy or psychotherapy services, including through the use of AI, to the public unless the services are provided by a licensed professional.
California’s SB 1146 (healthcare advertising using AI) passed out of the Senate Privacy, Digital Technologies, and Consumer Protection Committee and was referred to the Judiciary Committee. AB 2575 (use of AI in health care) passed out of two House committees and was re-referred to the Privacy and Consumer Protection Committee. AB 1979 (health care services: AI) passed out of the Assembly Health Committee and was re-referred to the Privacy and Consumer Protection Committee.
Louisianna’s HB 475 was amended and reported out of committee. The bill requires a healthcare provider to verbally notify patients prior to recording a visit to be transcribed by AI.
Minnesota’s HF 3893 passed out of a second committee and was referred to a third. The bill regulates the use of AI in psychotherapy services.
Finally, Missouri’s SB 1444 passed out of the Senate General Laws Committee. The bill regulates the use of AI in mental health.
Personhood
These bills generally provide that AI cannot be granted legal status or deemed a person under state law.
Tennessee’s SB 837 passed the Senate.
AI Bill of Rights
These bills cover multiple issues such as chatbots and providing individuals with rights relating to AI.
